How to enable site maintenance and user registrations both?

Hi, I have site where people have to pre-register in order to visit site. 
I kept in maintenance mode but it shows all the pages to people logged in. 

I wanna redirect all the users to maintenance page until site is ready. but they can register and be ready. 
(only admin can access everything) 

I know its looks like a customizaton but any suggestions or plugins that does the job will be great help for me.

This is not possible, our maintenance mode is not allowing to do this.

You have to install more advanced plugin or write code yourself.
