can't scroll pages with finger on PC laptop

Hi, 

My client is PC/Microsoft IT office and use their Surface laptops all the time.

They complain that when they try to scroll pages with finger on the Surface, it doesn’t work unless use finger on the scroll bar. Apple product doesn't have same issue. Is there anything can be fixed.

Please change scroll plugin in BeTheme > Theme Options > Addons & Plugins > Addons.
