When using the 'modern menu', is it possible to right align the menu so that there is more space between the logo and menu when only using a few top level links?

For that you can use below custom css:
#Top_bar .menu_wrapper { float: right; }
like each css, you should paste it into Theme options > Layout > Custom CSS section.
