How can i add the blue top bar in the Menu when i scroll. There are a fixed menu on top when i scroll down, but i want, that the blue top bar shows up on the scroll menu too

Sorry but there is no option to stick the action bar. You could
just go to theme options>header&subheadeR>header and use the
style "fixed" this way the whole header will be sticky.
