Lock Magazine Menu on Scroll

How do you lock magazine menu with the header on scroll. I would like the menu and header (logo + phone number) to display when someone scrolls on the page. I don't need the very top bar to be part of the scroll though.  Just the logo area and the phone number with the menu.

Sorry, but It's possible only with "Fixed" header.
