License migration between a production and dev site

We have two sites that are going to regularly swap out from development to production (live) -

We have a license for each instance, ie. the production (live) site and the development site. The process that we want to use is make changes on a weekly basis on the development site and test, then release the development site to live. The existing live site will be backed up as a rollback in case of any issues, and the development site will remain as is for the following week's changes.
Please could you let me know what the best practice is to manage the licenses in this scenario? My thoughts would be to deregister the themes on both production and development, make the backup and do the swap then register them using the appropriate license key for each domain, production or dev.
My only concern is if there is a limitation on the amount of times you can register and deregister a license key?
If there is a limitation on the registration of keys, what is the solution for our development environment?

One key can be registered in one domain at the same time.
There is no limitation on registering and deregistering a license key on the same domain.
If the same license key will be deregistered and registered on different domains a lot of times, then it'll get blocked, and you'll be informed about that in the dashboard (information: this license key is registered on other domain).
