It looks like your hosting connection speed is very low.
The plugin is still downloading, but after reaching the PHP_Time_Limit downloading stops.
Please contact your hosting provider and ask them about increasing downloading speed.

You have to talk with your hosting provider about this issue.
Our hands are tied with this problem.

We cannot send plugins by email.

The bundled plugins are downloading straight from our server.

If your hosting provider cannot send you logs, what happen while downloading these files or resolve this problem, all I can suggest is changing the hosting company.
