on/off toggles missing or disappearing

When I go to the muffin builder and go to general options for the theme, I see the on/off toggles for a moment and then they fade away. Other pages, such as Under Construction settings, simply doesn't show the toggles. I've created an admin account you can use to test. I'll pm you the details if you want.
