Contact Form 7 Causes Pages to Jump to Top & Reload

I've checked out this:

And, it seems a properly functioning contact form doesn't cause an entire page reset. I've deactivated plugins to test the issue but I'm not sure what's causing this problem. 

Any ideas?

Please always attach a link so we can check it out. If the page is offline(localhost) then our help will be limited, you will have to contact us when the page is online. Also please make sure that the page is not under maintenance before you provide us the link.

I wiped the server, started from scratch, and everything seems to be functioning normally again.
