HTTP 431 Errors?

I was working int eh cms and updated a few plugins... one included the new Header plugin.. - started to get HTTP 431 errors and updating fails that the tech support can't seem to resolve. Turned off all the plugins and I noticed that I can't find the Header plug-in to deactivate (and there is also an updated theme) - would either of those resolve this HTTP 431? Thanks in advance!
