When I submit my website {https://websitesandbeyond.co.nz} 

to {https://developers.google.com/speed/pagespeed/insights/} it shows the image attached.

I went to learn more and found it is something which can be done on Theme Level.

Unfortunately, we can do nothing about it.
The google insights is very restrictive tool, and you shouldn't care about it.
