Semi-transparent overlay on uploaded images (background)

Is there a way to "dim" a background image that is uploaded by the user in the CMS? I feel like some of the elements in the pre-built sites are misleading in that way, as the JPEGs themselves are dark in nature, and thus look like they have a shade over them, allowing for easy legibility of the text over the top of them.

I've tried various CSS and JS workarounds, but the problem is that the element where the background image is set (the same one I can add custom CSS classes to) isn't actually the element the background-image is added to on the front-end. So my JS breaks.

Other themes have options in the visual builder where you can set an overlay color and strength (opacity) that lays over the top of the image (but behind foreground text. Is this doable with Muffin?
