PHP Time Limit / PHP Max Input Vars

My host is Hostgator baby plan and they will not raise my PHP Time Limit or PHP Max Input Vars. I am showing:
PHP Time Limit  30 - Minimum 60 is required, 180 is recommended.

PHP Max Input Vars 1000 -Minimum 5000 is required

Also, I tried to load a prebuilt website and it said it was done but it was incomplete and broken. May have something to do with the PHP settings.

These values must be changed by the hosting provider and we can do nothing about it.

It's minimal value for BeTheme to work flawless.

All we can recommend is changing the hosting plan or hosting provider.

They will not do that for me but it's the best provider price out there for the little amount of traffic I get.

Please may I return this last copy of BeTheme I bought? I will not be able to use it after all.
