Install Plugins Locally

I want to build out my site on my computer with MAMP first and I'm trying to install the plugins but nothing happens. Can I someone download the plugins without having the site online yet?

Yes, that's possible.

But, the MAMP software is working badly with the BeTheme, that's why we suggest to use the XAMPP instead.
