Could you please ask your hosting provider for logs regarding this issue? We need to see what is the problem because this is not a direct theme issue, it is connected to hosting.

Did you try to register while all of your plugins were inactive.

cURL error 28: Connection timed out after 10006 milliseconds

Those are all hosting errors. Curl errors must be checked by the hosting company. They should look at the logs and tell you what exactly is the issue. This error only means that your server does not allow the incoming connection.
