Can I change the color (link color + active link color) if top bar background is active?

For example: Header -> Style -> Transparent (dark image -> link color white), then scroll down (top bar background is active -> white). Then I would like to use link color red or so + active link color blue.

That's possible only with Custom CSS code.

There's no option like that in theme options.
