Can I switch a template from one-page to normal?

Also, there's no "One-Page" template, it's just depends on your menu.

There is a section called one-page on https://themes.muffingroup.com/be/splash/.

If I choose "one-page" pre-built website do I need to change the menu links to pages removing anchor?

You have to create another pages in wordpress and link them in menu items.

Indeed, you have to remove anchor links.
