I have purchased Betheme license, version 21.3.1.1., WP version 5.2.2., Revolution Slider 6.0.9., Safari 12.1.2

    Hello,
    This behave is normal, I mean mouse-scroll is always shaking because it's not smooth, if you would test it on laptop using gestures to scroll, you'll see that it's not shaking.
    Our hands are tied, it's normal behavior of CSS code (parallax)

    To disable that, you would have to use other effect for scrolling.

    I found a problem! I had Parallax turned on in RevolutionSlider. I turned it off and now the scrolling is smooth.
