Is there anyway to make a layout Parallax? The hosting layout does not come parallax by default is there anyway to make it one page parallax?

I want the hosting theme http://themes.muffingroup.com/be/hosting/ to work like this.

When you click the menu's on the nav bar it scrolls down and doesn't change pages. Is that a setting or do you have to build the pages on one?
