how to get rid of the hover icon bar?

also, is there a way to change only the color oh this bar? i tried this but did not work: https://prnt.sc/ozh3fq

Please turn off the "Hover Effects" in Theme Options > Global > Advanced

Hey,

this should be the theme color. You can find it in theme options>colors>content

This is a global color for many elements.
