I want to use the Action Button on our site with different languages. Translation is working in WPML with 'String Translations' but how can I set a different Link to a URL of the specific language (e.g. English = English contact page, German = German contact page)? It always use the link which was set in the Theme options / Action Button field …

It can be made in the WPML String Translation too.

Just provide the link in search tool.
