Action Bar visible in Responsive Mode

hi there,

I have a action bar on my website at http://2ndlookdayspa.com/2/  right at the very top, a string of text with HREF.

It says "Purchase a $150 gift certificate for only $125 during the month of November. In Stores Only"

In responsive mode (cellphone) that bar dissappears anyway to force it to appear on cellphones?

Sure, but you have to paste that code into Theme Options > Custom CSS & JS > CSS
