When logged in website will sporadically not load

Hello, like above my website will not load a pages sometimes when i am logged in. The admin panel and backend work fine but the frontend does not load sometimes other times it will seems compeltely random. I tried disabling all plugins and still ran into the same problem. 

Please assist.

I don't see how you will be able to assist without logging in yourself however. Currently the website is in maintenance mode.

I see this in the chrome console somtimes for assets:

net::ERR_HTTP2_SERVER_REFUSED_STREAM

Hello,

Can you contact your hosting provider and ask him about cache? Probably server holds it and that's why it's not let you log in or does not approve changes.
