One Page Anchor Links

Hi I have a one page site and have set up the menu to link to the anchors used the "Row ID" and all of the links scroll down the page but they stop before the row.  I have 3 menu links all with anchor links and they all 3 do the same thing.  Stop before the row.

In the attached image.  the "What we do best" section is the menu link for "services" the Row Id is called #services and this is where it stops.

Please always attach a link so we can check it out. If the page is offline(localhost) then our help will be limited, you will have to contact us when the page is online. Also please make sure that the page is not under maintenance before you provide us the link.
It is always a good idea to also attach a screenshot, for that use services like snag.gy or pasteboard.co

I built that page https://pearl.simplelogicweb.com/  page using WP Bakery 

I built this page https://pearl.simplelogicweb.com/demo/ . using the Muffin Builder and the anchor links do the same thing on both versions.
