How to have a transparent menu

I would like to have a transparent menu, 

I can't make it with the header builder, can you help me ?

You have to check, in header and rows, if your background color is transparent:

All is working, however when I scroll the menu stay on the top of the page, 

Do you know how can I keep in view the menu please ?

Just click the "Sticky" button, and set it to auto or customize it as you like.
