How can I set up Google Tag Manager

I was asked to set up Google Tag Manager and wonder if this can be done by posting code in:

Theme options - SEO - General - Google Analytics and Google Remarketing.

I was asked to paste snippet as high in the <head> of the page as possible, and another snippet immediately after the opening <body> tag.

Hello,

Please go to the Theme Options > SEO and paste that code into the "Google Analytics" field.
