Problem setting color for " top bar header background "

Problem is only on my home page and pages with revolution slider, I try to set header top bar color to be #034a5b  by using function in theme options> color> header> header background but it does not work. 

When sticky header is displayed is OK but not the standard. Right now it still shown none color

please advice how to set the header color

Hello,

Please go to the Theme Options > Global > General, and check, if you don't have the "Transparent" option set to "Header" and "Top Bar with Menu"
