Change Background Hover Color on Submenu

How can I change the submenu background hover color?  I would also like to know how to add an image to the background of the entire sub-menu.  Not each button for the entire menu.  I thank you for your help.

Sadly, there is no option to do that with the theme options.

You would have to use some kind of custom css to achieve that.

YOU CAN NOT CHANGE THE HOVER BACKGROUND COLOR!  It only gives you the option to change the link color.  I am asking to change the background color.  Or at least the CSS so I can edit it that way.
