The social links/icons disappear when the theme switches from text to mobile/hamburger menu.

Yes, and it's correct.

The "Social Bar" is inserted inside the Action Bar, which is independent of the menu, so if you would enable it with CSS (as on screenshot above), the social bar will be visible even, with the menu while is not active.
