Menu is jumping

The menu jumps.
If you go to the page and scroll down very slightly, the menu jumps down a few centimeters and then stops. Exactly when you scroll back to the top. Then it jumps up again.

Did you send correct website?

Menu of that website is not 'sticky' and anything related to it, it's just stuck in the one place.

No, I could not solve the problem.
I am using Firefox as my browser and the menu jumps down a bit until it sticks.

I think I just found the bug.
It's only present when I'm logged in as ADMIN.
If I log out and look at the page as USER, it sticks.

I tested it on my dev machine and I do not see that problem.
