add filter to header image

I would like to add a 50% black filter to the header images, any way I can add a code on the custom css on theme options box.

sorry about that, here's a link: http://city-revive.com/city/denver-tackles-affordable-housing-crisis-head-on/ This image has the applied filter previous to uploading, I was wondering if it will be possible to have the filter apply on css, somewhat like the one that applies to video backgrounds.

I tried to achieve it in many ways using CSS code, but without any results.

You have to attach the black layer using some kind of graphic software - this is the only way.
