Where do I change the color behind(?) the sticky menu

when you scroll down from the standard menu and then see the sticky header, there is a flash of "wrong color"..

if you manually move the scroll bar you can see a static background being applied where the sticky menu is no longer as tall as the main menu..

how do I either a, get rid of this issue all together.. or b. just change the color so it is not so obvious and irritating?

I found it..

Using the betheme header plugin hides the header background color

I had to disable the plugin, change the color, and re-enable the plugin
