Trailer box hover effect not working

Hi 

I'm looking to use the trailer box element on this page https://schools.mccdesign.com/branding-design-packages-for-schools/  but the hover effect is not working. 

Any help much appreciated.

Please check, if you didn't disable it in the Theme Options > Global > General in the "Image Frame" option

Also, head to the Theme Options > Global > Advanced and check, if the hover effects are enabled.
