Is it possible to have the social icons in the action bar link out to a new tab?

Hello,

Of course it is possible.

You just need to go to Betheme -> Theme options -> Menu & Action Bar -> Action bar, and put HTML tags in input sections.

Here you have a example.

This is exaple code inside Slogan.
