Anchor Link to ID not working

Hello, suddenly using an anchor link does not take us to the right spot on the page.

It does work if there is a button on the same page with an anchor link, it will scroll down when clicked

It does not work if you enter the url with the id into a fresh browser window or from an external link. It appears to scroll down to the correct spot and jumps back up immediately to the top.

I will add: we already updated all of our plugins and we also tried turning them all off and are still having problems
