Navigation menu on a specific page

Hello,

How can I create a menu to work on a specific wordpress page like in the link below:

Schemes - Entrepreneurship Portal - Economic Development Board (edbmauritius.org)

You will see menu titles on the left that are clickable to reveal different content for each title.

If you mean this:

Then it is a submenu, and you create it by drag and drop menu item under a specific main menu item.
