How do I add link to a new page then scroll from column desc

I'm looking to add a link from one page to another, but need it to scroll down to a specific place.

I wish to link from a column

I have named the Custom/ID in the section I wish to go to as "Combos". I can't seem to figure out how to make it work. Any advice would be appreciated.
