add section or other way to have fix bar on top

hello

i would like to have on that page

a section (or explain an other way) alwayz fix on top of screen on mobile & tablete

in second position of sections

when i scroll bottom on mobile this area stay stick on top just under the menu bar

is it clear ? how can i do this ?

i found code with sticky but this doesn't work.

there is a story with overflow on post i readed.

but i'm not abble to fix issue
