Put it in Betheme -> Theme options -> Custom CSS & JS -> CSS.
I did not want to interfere with your homepage, so I created a new page (Betheme page), copied the section you were referring to, and modified it a little.
I separate the heading to another section put, all columns in one wrap, and check the option Equal height | items in wraps.
You can copy this part to your home page, or recreate it.

1) Please, try to modify the colors in Betheme -> Theme options -> Colors -> Forms.
2) If these blocks are items, please, try to use Equal height | items in wraps, but if they are wraps, try Equal height | wraps.
If these suggestions do not help, please, check if you do not have location restrictions set for your website.
