Action bar not appear

I cannot display the action bar

I did check the box and also filled in some fields 

and defined the color

I missed something else to check?

I can see that you are using the Header Creative style.

With this header layout, the action bar does not display at the top of the page, but at the bottom.

You need to check the second option for it.
