1) The anchor links lead to the beginning of the element. If you want to make it more to the middle, you would have to add some top padding or put the ID a little earlier on your page.
2) If you have an element ID, then yes, it will work. For example, if you put the following link from our documentation, it will lead you to the specific place:

And my second question was if I linked like you say with the hashtag e.g. 'http://sharperoutcomes.com/advisory-services/#businessmentor' to google ads as a destination URL. Will it still work or does it just work within the website?
