When I click to edit one of the content sections, it just scrolls me back to the top of the page. I even tried to re-install the pre-built website I'm using.

Please, turn off all of the plugins, refresh your cache, and check if the problem persists.
Moreover, if you use a child theme, switch to parent, and recheck it.
