Can a button be added that pop's up as you scroll past or hover over a picture?
For Example I like the style here...
"Shop big and little parks link"

But I want it to show up on the binder image as a I scroll past on the home page.

Sorry, but the first link you have sent is not working.
However, there is no option to display a popup after scrolling a particular part.
You can have a popup only by clicking on a link or a button.
