Section Setting not Showing

Hi,

I am making updates to a section with in my site and once i have saved the changes they are not appearing.

I have placed a background image in (see attached) and it does not show up.

When making alterations to padding etc... this also does not work, the values can be placed but they do not show up once saved and previewed.
