In some cases I receive the following error: Sorry, you are not allowed to access this page. One of case is when I hit 'Under Construction active' button from Admin Bar.

Please, turn off all of the plugins, refresh your cache, and check if the problem persists.

Moreover, if you use a child theme, switch to parent, and recheck it.
