Footer size Issue

The footer padding is not responding to any px values in the Theme Options - Footer. My guess is it is being overridden by HTML code elsewhere in the theme. I do not know HTML and using as delivered. I have asked about this before and I was told that I had a <space> between the value and the px. I have removed the space and still nothing. In fact, I remove the padding value all together and no affect on the size of the footer.
