The screenshot you have sent is from the registered and logged user.
When you check your website in incognito mode, you should notice create an account button.
If you do not see it, go to WooCommerce -> Settings -> Accounts & Privacy, and ensure that you have Allow customers to create an account on the "My account" page option enabled.
