How do I change the colour of the blue action button titled "Contact" in the screenshot?

I went through all the aspects of the colour edits and I don't see that colour showing up anywhere to be able to edit it.

Please, go to Betheme -> Theme options -> Global -> Buttons, and there you will find options to modify it.
