settings in a section have no effect on the frontend

Hi,

I've been using be theme for a long time and have downloaded it over 20 times, but this time some of the simplest settings don't work?

The settings for spacing (padding) or the background color of a section simply have no effect on the front end ... nothing happens!

Can you please help me asap as it is a customer order!
