Section looks darker and changes are not effective.

Hello, I am trying to put a background of an image in this section of the homepage.

I see there is a section in dark color looking like you can not change it, looks in shadow. It is called

Could you please help me understand how do I change the background pic and what to do when I find other sections in this darker color?
